 Douglas LeRoy
General Director

Douglas LeRoy has been associated with World Missions since 1982 when he became the Coordinator of Information. In 1985 he was appointed Superintendent of Western Europe; a position later renamed Field Director of Western Europe/Mediterranean/Middle East. He returned to the States in 2000 when he was appointed as Administrative Assistant.

Prior to his World Missions appointments, LeRoy served as a pastor, educator, and state youth director in Florida, Oklahoma Kentucky, and North & South Dakota. LeRoy has a Doctor of Ministry degree from the European Theological Seminary in Belfast, N. Ireland (U. of Liverpool Consortium).

LeRoy comments, "When God gave me a new heart at conversion, He gave me a heart for missions because that is the nature of God."

Victor Pagan
Assistant Director                                                                                                                                    

Victor Pagan began his formal ministry at the age of 19. He became the national youth director of Puerto Rico and also began to pastor his first church. He has spent 20 years as a pastor, 16 years in supervision positions and eight years as the field director of South America. He has traveled extensively throughout Latin America, United States, Europe, and Asia to do ministry work.

Victor has been honored to serve in some committees of the denomination such as the Theological Seminary’s Board of Directors, World Missions Board, International Executive Council, and the Hispanic Ministries Board of Directors.

Dee Raff                                                                                                        
Office Manager

The daughter of church planter/missionary parents, Dee Raff has always had a keen awareness of the Great Commission. She acknowledged the hand of God on her life at a young age and realized she would somehow be involved in missions work.   

Prior to joining the ministries of World Missions, Dee worked for large companies both in Australia and the United States in administrative roles.  Her formal education and training in business management, combined with a passion for the world harvest, have prepared her for the position she now holds as Office Manager.

Richard Baker
Projects Coordinator - Worldwide

Richard Baker serves as coordinator of special projects and disaster relief. In his role, he assists field directors, superintendents, and national overseers with special mission projects, such as orphanages, feeding centers, and new buildings. He will also coordinate World Missions’ response to worldwide disasters, including hurricanes, floods, volcanic eruptions and fires. In addition, he serves as a liason to the Lazaus Foundation.

Baker’s heart was ignited with a passion for the harvest field when he heard a message by the late J. Frank Spivey just six weeks after his radical conversion from drugs, alcohol and demon possession.

Baker answered the call to full-time ministry in 1982 and has served as a missionary, evangelist, associate pastor and senior pastor of three congregations. Between 1993 and 1999, he participated in 24 short-term mission trips, mostly with MWOA. In 1997 he was appointed chairman of North Georgia’s missions board, and in 1999 he was appointed project coordinator of Central America. More than 150 projects were completed during his six year tenure. In 2002, Richard and his wife, Cheryl, became directors of Casa Shalom, a home for children in Guatemala.

When asked about his role with World Missions, Baker explains, “I am most in my element when I am with the poorest of the world.”

Bill George
Coordinator of Education

An ardent promoter of ministerial training, Bill has taught at Lee University on two occasions, first as an instructor in Bible, later as founding director of the intercultural studies program, an interdisciplinary major preparing students for foreign missions and inner-city ministry.

He was a member for eight years of the denomination’s General Board of Education, serving as its chairman when the church officially adopted the Ministerial Internship Program.

Bro. George served as the first editor of missions publications for Church of God World Missions. He was also a missionary, first as overseer of the Dominican Republic and later as the founding director of the Mexican Bible Seminary.

Bro. George is well-known as a church growth consultant, a writer, editor, pastor and educator. He brings a passion for ministry and ministerial training to his work at World Missions.

Grady Murphy
Coordinator of Missions Communications

Grady Murphy is the coordinator of missions communications for World Missions. This office works in the areas of video and Internet communications.

Murphy joined World Missions in 2003 and most recently served as the supervisor of Internet ministries. Before coming to Cleveland, he served in local churches as an associate for a combined 19 years. He also worked at Pathway Music and for the Department of Music Ministries as a representative and in marketing. He has undergraduate and graduate degrees in music education from Lee University and Furman University.

The goal of the office of missions communications is to provide a rich variety of media information and inspiration that reflects the passion and work of World Missions.

Kenneth T. Blanton
Supervisor of Accounting

Kenneth T. Blanton is a certified public accountant, who joined Church of God World Missions in 1994. As supervisor of accounting, he directs the accounting, information systems and donor relations staff. Besides the preparation and analysis of financial information, he oversees the development of computer software, the preparation of reports from the field to donors, and the processing of donor inquiries. Blanton has experience in both public and private accounting. Before coming to World Missions, he served as Director
of Accounting and Assistant Treasurer for a major employer in Cleveland.
